In a mythical period of Japanese history, The Mikado, Emperor of Japan, has decreed that flirting is to become a capital offence. The canny citizens of Titipu elevate the first man to be condemned, humble tailor Ko-Ko, to the post of Lord High Executioner on the logic that he won't be able to execute anybody at all - but deep confusion arises when his ward Yum-Yum falls in love with the runaway heir to the throne.
